The Role of the Progress Board

The Tasmania Together Progress Board is an independent statutory authority  that reports directly to Parliament.  The Progress Board has a major role in raising awareness of the goals and benchmarks and encouraging community involvement in their achievement.

The Tasmania Together Progress Board was established by an Act of Parliament in 2001 – the Tasmania Together Progress Board Act 2001 – and is made up of nine board members from a variety of backgrounds.  Seven members are appointed after a public call for nominations, one member is from the University of Tasmania and one from the public sector.

The Progress Board provides the most up-to-date information on all Tasmania Together benchmarks through its Online Benchmark Reports.  A snapshot of progress, based on twelve high level benchmarks representing each of the Tasmania Together twelve goals, is distributed annually to the broader community.  As required under the Act, the Progress Board also provides a detailed Progress Report to Parliament every two years.

The Progress Board also maintains a Partners Program where business and community sector organisations adopt particular goals and benchmarks and incorporate them in their strategic plans.

Functions of the Board

According to the Act, the functions of the Board are:

(a)  to monitor regularly and report publicly on progress towards achieving Tasmania Together's goals and benchmarks;

(b)  to carry out research and the collection of data in respect of the goals and benchmarks;

(c) to promote the goals and benchmarks in the broader community;

(d)  to develop coalitions of interest within and between various sectors of the community with respect to Tasmania Together;

(e)  to coordinate the process of further developing, refining and revising the goals and benchmarks.

Values and Principles

The Tasmania Together Progress Board will:

  • vigorously promote the adoption of Tasmania Together goals and benchmarks statewide;
  • honestly, independently, and accurately report on progress towards the goals and benchmarks;
  • champion and further develop the Tasmania Together process;
  • act to encourage a consultative, collaborative and cross-sectoral way of working;
  • be inclusive, consultative and transparent in reviewing, revising and refining the benchmarks;
  • provide regular and publicly accessible reporting of Board activity to all Tasmanians; and 
  • be accountable to the community through the Parliament.

Meetings

The Progress Board meets up to six times a year. It has an established committee system which undertakes board business regularly throughout the year.  The committees are Promotion and Communication; Engagement and Benchmarking.

Developing and Reviewing Benchmarks

Under the Tasmania Together Progress Board Act 2001 the Board is required to:

  • to coordinate the process of further developing, refining and revising the goals and benchmarks;
  • to monitor regularly and report publicly on progress towards achieving Tasmania Together’s goals and benchmarks; and
  • to carry out research and the collection of data in respect of the goals and benchmarks.

The Board has a Benchmarking Committee to undertake the development and review of the benchmarks.  The Committee follows a set process to develop and review benchmarks.  Download a copy of the process to develop and review benchmarks for more detail.

The Benchmark Development and Review process applies to all categories of benchmarks that are reviewed or developed, including:

  • post 5 year review tasks listed in the revised Tasmania Together document;
  • benchmarks included in the revised Tasmania Together document that have a target and/or baseline to be established; and
  • substantiated requests from any sector of the community to develop, review or revise existing benchmarks.
